Public management is the study of how humans perform management in the public sector organizations. The term public management is different from the actual public administration because the public administration is part of the management. Management is the science that includes the administration and financial management, programs, human resources, and others. Public management is more focused on the internal organization of the public sector, which is about how to organize a public sector organization to work optimally to achieve a common goal. Public management is different from private management in terms of environmental factors, transaction, role, structure, and processes of the organization (page 16).
Public management is a branch of public administration that specifically discusses the science of design and organizational restructuring program, the allocation of resources through a system of budgeting, financial management, human resource management and program evaluation and audit (page 1). Public management contains three features, namely as the arts, sciences, and professions (page 2). As a work of art for public management can not be based in such a stiff ways, but very dependent on the creativity appropriate to the circumstances at hand. As a science because in public management required a comprehensive analysis and as a profession because there are those who pursue this field of public management.
This book explains the concepts related to the public management, including the historical development of public management concepts and theories in public management. Not only that, Andi Fefta and Oscar Radyan also gives an overview and analysis of the practical application of such theories. There are several theories that are closely with public management, namely institutional theory and new institutional theory, rational choice theory, public choice theory and principal agent theory.
Institutional theory is a theory that saw the organization as a social barrier formed by a set of rules, roles, norms and expectations that govern a person / group to behave and make choices (page 18). Along with the changes that occur both inside and outside the organization, it also develops institutional theory has become the new overhauls theory. New institutional theory contains aspects of regulative, normative, cultural and cognitive. This theory emphasizes that an organization should follow the changes that occur outside of the organization.
Other theories are also discussed briefly in this book. A discussion of these theories and practice can certainly help the reader to understand more about the application of public management in the real world. Although packaged in brief, this book can contribute academic reference for study purposes or for practical purposes for researchers, policymakers, and the public at large
